PBIA Noise Abatement Chronology

This section presents a brief overview of important milestones in PBIA's Noise Abatement Program.

1982

  • County Commission Approves Plan for First Airport Noise and Mitigation Study (NAMS)
  • The Citizens Committee on Airport Noise (CCAN) is established along with the Noise Abatement Office.
  • PBIA's air carrier Stage 3 fleet mix approximately 10%.

1984

  • CCAN and the County Commission ban nighttime jet engine run-ups and "intersection" takeoffs.

1985

  • County Commission approves NAMS Noise Compatibility Program for implementation.
  • CCAN and the County Commission approve:
    • Stage 1 aircraft ban and 108 EPNL noise limit
    • Informal Runway Use Program (fan-no-fan compromise), west flow preferred at night (taking-off to and land from the west), FAA Noise Abatement Departure Profiles (AC 91-53)(1978).
  • Implement noise-based Environmental Operating (E.O.) Fees on Stage 2 and Stage 3 aircraft.
  • PBIA's air carrier Stage 3 fleet mix is approximately 24%.

1986

  • CCAN and the County Commission approve ban on scheduled Stage 2 take-offs between 10 PM and 7 AM.
  • Department of Airports installs a 15-site, Bruel and Kjaer, noise monitoring system.

1989

  • CCAN and the County Commission approve increase in E.O. fee rates. Stage 2 operators pay a noise based fee of $2,600.00 per take-off and $260.00 per landing between the hours of 10 PM and 7 AM, Stage 3 operators pay $20.00 for each take-off or landing.

1990

  • U.S. Congress adopts Airport Noise and Capacity Act (ANCA bans all large Stage 2 aircraft by December 31st, 1999)
  • PBIA's air carrier Stage 3 fleet mix is 45%

 1991

  • Department of Airports begins noise study update.

 1993

  • CCAN and the County Commission approve noise study update and adopts PBIA Stage 2 aircraft phase-out program to eliminate all Stage 2 aircraft by the earliest feasible date. CCAN and County Commission adopt the Airport Noise and Capacity Act's (ANCA) 1999 phase-out schedule.

1995

  • PBIA adopts the FAA A/C 91-53A Close-in Community Noise Abatement Departure Profile (NADP) and begins comprehensive analysis of profiles with cooperation from all major carriers.
  • PBIA's air carrier Stage 3 fleetmix is 84%.

 1997

  • Upgraded Airport Noise and Operations Monitoring System (ANOMS) accepted.
  • CCAN and the County Commission approve quarterly cash refunds to air carriers with high Stage 3 fleets.
  • CCAN and the County Commission approve Public Recognition program for air carriers with the highest Stage 3 fleet mix.

 1998

  • "WENDETWO" noise abatement FMS/GPS Standard Instrument Departure (SID) is published, but deactivated temporarily due to airspace concerns. A new publication date is set for March 1999.
  • PBIA's air carrier Stage 3 fleet mix is 90%. Palm Beach County honors 7 airlines for meeting stringent Noise Reduction Goals. American, America West, Midway, United and UPS received the PBIA Quiet Fleet Award for achieving 100% Stage 3 fleet mix. Also recognized were US Airways and Delta Airlines, which flew 96 and 94 percent Stage 3 respectively.

 1999

  • "WENDETWO" is published and available to pilots. PBIA's air carrier Stage 3 fleet mix reaches 98%.
